The festival was organized by a group of gay bar owners and attracted such a large number of participants that it was impossible to move in the streets. In conjunction with the year 2000 parade the Tokyo Rainbow Festival was later held in Tokyo's Shinjuku Ni-chōme district. Having been revived after a four-year break, this was the largest parade so far to be held in Tokyo with over two thousand people participating.
